The purpose of this order is to provide members with guidance when they become involved in a kidnapping or extortion case, to set forth steps that should be taken to standardize the investigation of such cases, and to establish the lines of authority for the conduct of the investigation. This order Consists of the following parts:

 

PART I    Responsibilities and Procedures for Members of the Department

 

A.   Policy.

B.   Patrol Operations Procedures.

C.   Tactical Operations Procedures.

D.   Release of Information to the News Media.

 

PART II   Responsibilities and Procedures for Supervisory and Command Personnel

 

A.   District Watch Commanders.

B.   Watch Commander. Criminal Investigations Division.

C.   Senior Robbery Branch Official.

D.   Robbery Branch Commander.

E.   Commanding Officer, Criminal Investigations Division.

 

PART I

 

A.   Policy.

 

1.   The department shall investigate reports of kidnapping or extortion utilizing the level of resources considered necessary by the Robbery Branch Commander, or senior official acting in his / her place, to ensure the safety and welfare of the victim and others who are involved.

 

2.   The department shall respond to reports of kidnapping or extortion in a timely manner, and shall require the full cooperation of needed elements.

 

a.   The district watch commander shall be the initial field commander in accordance with General Order No. 309.1 (Barricade/Hostage Situation and Other Unusual Incidents) and the requirements of this order.

b.   Upon arrival at the scene, the Robbery Branch Commander, or senior official acting in his/ her place, shall:

              (1)  Assume command of the investigation,

              (2)  Assume the role of field commander, and

(3)  Upon approval, establish and direct the tactical operations plan.

 

c.   Upon being relieved as field commander, the district watch commander shall:

 

(1)  Maintain control of patrol personnel, and

(2)  Assist the Robbery Branch Commander in the execution of the tactical operations plan by:

 

(a)  Providing advice on the deployment of personnel ana other resources, based on his/her experience and

knowledge of the district; and

(b)  Executing the tactical operations plan according to the decision of the Robbery Branch Commander.

 

4.   Use of civilians in a tactical operation shall be in accordance with the policy outlined in General Order No, 308.13 (Casual Clothes Units).

 

B.   Patrol Operations Procedures

Once a member determines that a possible kidnapping/extortion has occurred, he/she shall:

 

1.              Request that a supervisor and the watch commander respond to the

scene;

 

2.              Immediately notify the Criminal Investigations Division (CID) Watch Commander by land-line;

 

3.   Prepare PD Forms 251 and 252 capturing information itemized in Attachment A; and

 

4.   Be guided by the instructions of the supervisor.

 

C.   Tactical  Procedures.

 

1.   Authorization.

 

a.   The Robbery Branch Commander shall obtain the approval of the CID Commander prior to the implementation of a tactical operations plan.

b.   In field situations where the district watch commander judges that a tactical operations plan must be implemented without further delay, because the safety and welfare of the victim or others is of immediate and critical concern, the watch commander shall inform the Robbery Branch Commander and the CID Commander, as soon as practical, of the circumstances and actions being taken.

 

2.   Use of Tactics and Attachment A.

When implementing the tactical operations plan, the field commander execute, as necessary, those procedures itemized on the check list at

 

D.   Release of Information to the News Media.

Information pertaining to kidnapping/extortion situations shall only be released through the Office of Public Information and Media Productions.

 

PART II

 

A.   District Watch Commanders shall:

 

1.   Serve as the initial field commander at scenes of reports of kidnap­

ping/extortion and shall be guided by the provisions of General Order No. 309.1. as they apply to kidnapping/extortion situations, and this order; and

 

2.              Implement a tactical operations plan in exigent circumstances. As

Outlined in Part IC above.

 

B.   Watch Commander. Criminal Investigations Division.

Upon being notified of a possible kidnapping/extortion situation, the CID Watch Commander shall immediately notify the senior Robbery Branch official of this information.

 

C.   Senior Robbery Branch Official.

The senior Robbery Branch official shall immediately carry out the following procedures upon being notified of a possible kidnapping/extortion:

 

1.   Begin the execution of initial investigative procedures;

 

2.   Provide the necessary security measures, as outlined in Attachment A;

 

3.   Employ the use of the Kidnapping/Extortion Kit, as appropriate (see Attachment A);

 

4.   Dispatch a Robbery. Branch team to the field command post;

 

5.   Establish a command post within the Robbery Branch or at another l         location as deemed appropriate;

6.   Notify the Robbery Branch Commander; and

 

7.   Carry out the responsibilities of the Robbery Branch Commander until he/she arrives, or in his/her absence.

 

D.   Robbery Branch Commander upon his/her arrival at the scene, shall:

 

1.   Assume responsibility for the investigation;

 

2.   Relieve the district watch commander as field commander;

 

3.   Ensure that security measures are appropriate and adequate;

 

4.   Ensure that the Kidnapping/Extortion Kit is being properly employed;

 

5.              If necessary, make a request for additional manpower through the Night.

 

6.   If the Federal Bureau of investigation (FBI) has jurisdiction:

 

a.   Cause that agency to be notified,

b.   Conduct the investigation jointly with the FBI,

c.   Notify the CID Commander as soon as practical, and

d.   Avail the department of the technical services that the FBI will provide.

 

7.   If the FBI has no jurisdiction, notify the following organizational elements, if time permits, and request, as needed, the specialized services they provide:

         

a.   The Electronic Surveillance Unit,

          b.   The Emergency Response Team,

          c.   The Helicopter Section, and•

          d.   The Communications Division.

 

8.   Resolve any conflicts between patrol and Robbery Branch personnel regarding the implementation of the tactical operations plan and the continuing conduct of patrol operations procedures.

 

E.   Commanding Officer. Criminal Investigations Division.

The CID Commander may authorize the implementation of a tactical operation, as provided above.

CHECKLIST FOR KIDNAPPING AND EXTORTION INCIDENTS FIRST OFFICER(S) ON    SCENE

0    Time of drop and location of drop sate or meeting.

0    Name of Victim(s).

0    Physical Description and description of clothing of victim(s).

0    Name, address, and phone number of places of employment of and/or schools attended by each member of the primary family of the victim

0    5.   Seek further instructions from supervisor.

 

KIDNAPPING/EXTORTION KIT (includes):

 

0    1.One telephone or such type that can be hooked up to an induction coil.

0    2.Two induction coils.

0    3.Large recorder (cassette type).

0    4.Minimum six blank new cassette tapes (60 minutes each).

0    5.One extra set of new replacement batteries.

0    6.Briefcase - non-government issue

0    7.Cloth sack - laundry type

0    8.Paper bags - large

 

NOTE: These items will be available to hold drop money or drugs if needed.

 

0    9.Binoculars.

0    10.Portable caller identification unit.

0    11.Jack to allow for the connection of two (2) telephones.(This will allow         the monitoring of calls in the presence of the person who should be          receiving the actual call so as to be able to issue instructions.)

 

 

INITIAL FIELD COMMANDER

0    1.   Assume command and establish control of situation.

0    2.   Establish field command post (radio vehicle).

0    3.   Advise dispatcher of command post location and direct all officers

              reporting to scene to respond to that location.

0    4.   Ensure that all Patrol Operations procedures have been executed

0    5.   Provide situation report to dispatcher.

0    6.   Divert pedestrian and vehicular traffic from danger.

0    7.   Maintain control over all members on scene and return unneeded unitS

              to service.

O    8.  Consider with and direct the efforts of responding Robbery

Branch team until Robbery Branch Commander assumes responsibility for the investi­gation.

0    9.   Determine whether a tactical plan must be implemented without further

              delay.

0    10.  if necessary, implement a tactical plan employing the Tactical

Operations Plan itemized below.

 

0    11.  Inform Robbery Branch Commander and CID Commander as soon as

              practical, of circumstances and actions being taken.

O    12.  Upon arrival of Robbery Branch Commander, maintain control of Patrol

              forces and coordinate their tasks with Robbery Branch Commander

0   13. After arrival of Robbery Branch Commander, maintain control of patrol

              forces and coordinate their tasks with Robbery Branch Commander

0    14.  Lend Assistance and resources to Robbery Branch Commander in his her

          direction of the Tactical Operations Plan.

 

ROBBERY BRANCH PERSONNEL

 

SENIOR ROBBERY BRANCH OFFICIAL

0    1.   Begin initial investigative procedures.

0    2.   Provide necessary security measures, as itemized below.

0    3.   Employ use of Kidnapping/Extortion Kit, as provided below.

0    4.   Dispatch a Robbery Branch team to field command post.

0    5.   Establish a command post within Robbery Branch or at another

              location as deemed appropriate.

0    6.   Notify Robbery Branch Commander.

 

 

 

 

 

 

 

ROBBERY BRANCH COMMANDER

0    1.   Upon arrival at scene. confer with initial field commander

              at field command post.

0    2.   Assume responsibility for investigation and relieve initial

              field commander.

0    3.   Ensure that security measures are appropriate and adequate.

0    4.   Ensure that kidnapping/Extortion Kit is being properly em­ployed.

0    5.   Request additional manpower, if necessary.

0   6.   11 FBI has jurisdiction, notify that agency and CID Commander.

0                  7.   If FBI does not have jurisdiction, notify specialized MPD elements

           for needed services.

 

       0    Electronic Surveillance Unit.

          0    Emergency Response Team.

          0   Helicopter Section.

          0    Communications Division.

 

0    8.   Establish Tactical Operations Plan, ensuring that the below itemized

          tactical operations procedures are employed.

0    9.   Obtain approval of CID Commander to implement Tactical Operations

          Plan.

0  10.   Direct Tactical Operations Plan.

0  11.   Resolve conflicts between patrol and Robbery Branch Personnel

0            12.   At conclusion of incident, relinquish control of scene to district 

       watch commander.

 

 

TACTICAL AND SECURITY REQUIREMENTS

 

TACTICAL OPERATIONS PROCEDURES

0    1.  Utilize telephone communications whenever possible (avoid use of

          radio as much as possible, since such communications are monitored

          by non-law enforcement individuals).

 

0    2.   Utilize regular. non police automobiles in executing plan.

0                  3.   Members utilized in and around drop sites should reflect the   character of the neighborhood. (They should not stand out or be recognizable by the police.)

0    4.   Marked and unmarked units should remain clear of any locations where a tactical operation is taking place.

0                  5.   Should the drop package require "dummy" narcotics, the Narcotic    Branch shall be called upon to assist.

0    6.No citizen shall be utilized in a tactical operation without approval of       

          the Inspectional Services Officer.

 

SECURITY MEASURES

 

0    1.   Provide security to threatened victims and his/her family members,      employees, or associates, as necessary.

0    2.   Secure victim’s home and/or business, as necessary.

0    3.   Secure / Surveil potential drop site or meeting place to monitor and       record all activity (utilize old clothes" units only).
