The purpose of this
order is to establish procedures for the administration of the Operation
Identification Program end for processing identifiable property recovered by
members of the department. This order consists of the following parts:
PART I Responsibilities and Procedures for Members
of the Department
A. Operation Identification.
B. Federal Government Property.
C. Reporting Requirements.
PART II Responsibilities and Procedures for Special
Assignment Personnel
A. Stolen Property Section.
B. Police Reserve Officers.
C. District Community Services Officer.
PART I
A. Operation Identification.
1. Citizen
Participation.
a. Operation
Identification is a nation-wide voluntary burglary prevention program in which
participating citizens may request that valuables such as removable household
items and automobile accessories be engraved. In the case of District
residents, their social security number is engraved on the items.
b. District
residents participating in the program are also recognizable by the tact that
an Operation identification decal will appear on the door or window of their
home or business, or vehicle.
2. Departmental Participation.
a. The
Community Relations Division shall provide each police district with engravers,
stickers and other informational handouts.

b. Whenever
a citizen requests (by telephone or in person)that household items and/or
vehicle accessories be engraved, the following procedures shall be followed:
1) Complete
PD Form 368 (Application to Participate in Operation Identification),
2) issue en Operation Identification decal to the participant for display on the door or window of his home or business, and
3) Apply
an Operation Identification decal to the right rear window of the vehicle.
c. Whenever a Citizen requests that household items and/or vehicle accessories be engraved and the items to be marked are not at the station, the number shall advise him that an appointment will be arranged through the Community Services Officer for an officer to respond to the citizen’s home. The member shall leave notification of the request with the Community Services Officer.
d. When
all items and/or accessories are marked, PD 368 shall be submitted to the
station clerk. The station clerk shall enter the appropriate information into
WALES (use OPID format).
e. When
‘members or reserve officers initiate Operation Identification contacts, they
shall complete PD Form 368 and the information shall be entered into WALES by
the station clerk at the member’s assigned element.
f. After
information has been entered into WALES from PD Form 368, the card will be
filed alphabetically at the district and retained in accordance with the
department’s Records Retention Schedule.
g. Should
a citizen request that identifying information be removed from or not entered
into WALES, the request shall be honored.
B. Reporting Requirements.
1. When taking a report of lost, stolen, found or recovered articles that have been marked with engraved social security members, owner—applied numbers, or other identifying serial numbers, the reporting m ember shall include in the report the numbers and their location on the articles.

2. Whenever
a member finds or recovers items marked with engraved social security numbers,
owner-applied numbers, or other identifying serial numbers, he shall:
a. Query
WALES/P4CIC to determine it the items have been reported lost or stolen,
b. If
a negative response is indicated, query the Operation Identification Field to
locate the name of the owner (only available if the Operation Identification
information has been entered into WALES by this department) in order to contact
same to determine if the items are lost or stolen.
c. If
the items marked are reported lost or stolen in the District of Columbia, the
reporting officer shall:
1) Contact
the district, by telephone, in which the property was reported stolen or lost
to make notification of its recovery and/or any arrest, and record the date,
time and name of the person notified on the field report,
2) Notify
the complainant of the recovery of the property, and
3) Handle
the case when there is an arrest.
d. If
the items marked are reported stolen in another jurisdiction, the reporting officer
shall:
1) Call the Telecommunications Operations Branch and request confirmation of the report from the originating jurisdiction, and
2) Relay
further information to the Telecommunications Operations Branch over the local
teletype system (to include instructions to the jurisdiction involved to
contact the Property Division to secure the return of the property).
e. Prepare
the appropriate police report (PD 251, 252, or 81, as appropriate) based on
information received from the WALES/NCIC inquiry and attach a copy of the WALES
/ NCIC inquiry to the report.

PART II
A. Stolen Property Section, Identification
& Records Division.
The Stolen Property
Section. shall extract all Operation Identification information from reports of
lost, stolen, or recovered property, and enter same into WALES upon receipt of
such reports.
B. Police Reserve Officers.
Police Reserve
Officers shall conduct physical security inspections of residences and
businesses in their assigned districts, and assist citizens wishing to
participate in Operation Identification.
C. District Community Services Officers.
District Community
Services Officers shall promptly coordinate all requests for the services of
regular police or reserve personnel relating to this program.
