The purpose of this
order is to establish procedures for utilization of all department—owned
electronic surveillance equipment. This order consists of the following parts:
PART I Responsibilities and Procedures for Members
of the Department.
A. General.
B. Issuance of Equipment.
PART
II Responsibilities and Procedures for
Special Assignment Personnel.
A. Electronic Surveillance Unit.
PART
III Responsibilities and Procedures for Supervisory and Command Personnel.
A. Commanding
Officers.
B. Director, Morals Division.
PART I
A. General.
1. The
Electronic Surveillance Unit, Morals Division, shall be operated on a 24—hour,
7—day a week basis.
2. The Electronic Surveillance Unit shall be responsible for maintaining, issuing, and recommending the purchase of equipment utilized exclusively for electronic surveillance purposes by members of the force:
a. Contact microphones,
b. Head sets,
c. Surveillance kits,
d.
Pen
registers,
e.
Pre-amplifiers,
f. Radio Frequency Receivers,
g. Recorder starters,

h. Touchtone decoders,
1. Transmitters,
j. Radio scanners,
k. Binoculars,
1. Audio tape recorders,
m. Body recorders,
n. Tactical alarm systems.
o. Video equipment (for surreptitious
surveillance).
p. Vehicular tracking systems,
q. Audio duplicating equipment,
r. Countermeasures equipment, and
s. Spotter scopes.
3. PD Form 82—A (Property Receipt) shall be utilized to account for all electronic surveillance equipment issued to organizational elements/ agencies.
B. Issuance of Electronic Surveillance
Equipment and Requests for Services.
1. Members having a need to utilize electronic surveillance equipment or personnel services shall submit their request to the Director, Morals Division, on PD Form 154 (Request for Services of Electronic Surveillance Unit). Submission of the PD Form 154 is not required in those instances where requests for interception, or recording wire or oral communications, have been approved by the Chief of Police or the Inspectional Services Officer under the provisions of General Order 304.4 (Interception or Recording of Wire or Oral Communications).
2. Organizational elements that require equipment on a continuous basis may arrange for automatic issue of equipment through the Director, Morals Division. The organizational element shall establish a schedule with the Electronic Surveillance Unit for inspections of the equipment every 90 days.
3. Unless
specific authorization has been granted by an official of the Electronic
Surveillance Unit, issued equipment shall be returned prior to the expiration
of the tour of duty in which issued.
a. An
official of the Electronic Surveillance Unit may grant an extension beyond the
expiration of the tour.

b. Extensions
beyond thirty (30) days shall be granted only upon the submission of written
justification from the element’s commanding officer and approval by the
Director, Morals Division.
PART II
A. Electronic Surveillance Unit shall be
responsible for:
1. Consolidating
all electronic surveillance equipment as defined above into one central control facility.
2. Maintaining
records of maintenance (Including repair costs).
3. Conducting
quarterly Inspections of electronic surveillance equipment for the
purpose of detecting any wear, abuse or neglect, and taking necessary
corrective action to repair equipment.
4. Evaluating
and issuing the stock of electronic surveillance equipment.
5. Placing
an order, through the Director, Property Division, for all expendable supplies
required to support electronic surveillance equipment, and issuing supplies as
needed.
Part III
A. Commanding Officers shall be
responsible for:
1. Reviewing
and signing all PD Forms 154 (Request for Services of Electronic Surveillance
Unit).
2. Reviewing and approving requests for purchase of electronic surveillance equipment for submission to the Director, Morals Division.
B. Director, Morals Division shall be
responsible for:
1. Ensuring that records are maintained to document all acquisitions, issuances, evaluations, inspections and maintenance (Including costs) of electronic surveillance equipment.
2. Conducting
the intermediate management review of requisitions for purchase of electronic
surveillance equipment.

3. Reviewing
